Market analysis and development of biogas projects in Argentina

Argentina's Banco de Inversión y Comercio Exterior (BICE) has announced that it will support the financing of biogas, biomass and certain energy efficiency projects through a USD 160 million credit line it has set up jointly with the Inter-American Development Bank (IADB). Loans will be provided for up to 70% of total costs and in the range of ARS 100,000 to ARS 4 million per project. The focus for bioenergy will primarily be on biogas plants, as up to 650 projects are to be financed by these within the framework of IADB funding. The beneficiaries of the credit line will be private developers of biogas plants and small and medium-sized enterprises. Municipalities should also benefit from positive externalities related to the environmental and economic impacts of the programme.

Against this background, the ENABLING Biogas Argentina project aims to provide German suppliers with eligible technologies with information on the willingness and ability of Argentine farmers to invest and on possible barriers. At the end of the project (December 2019), elaborated proposals for the realisation of pilot projects for the use of biogas in Argentine agriculture are to be worked out with German participation. The technical proposals will include plant concepts from which the various solution components and the participation of German companies can be derived. The economic financing concept includes the presentation of the financing instruments including the BICE credit line and taking into account the bankability criteria of the investor target group.
