PEP South-East-Asia Framework Contract

In the framework of the Project Development Programme (PEP) of GIZ in South East Asia, eclareon advised the governments of Indonesia, the Philippines and Thailand in questions of administrative barriers for the introduction and deployment of renewable energy sources. Special attention was given to photovoltaic systems. Throughout the assignment, eclareon analyzed the development procedures for renewable installations and identified existing barriers and challenges. The results of the analysis were discussed in a series of national workshops in the three target countries, involving high level stakeholders from the government, the regulators, grid operators, developers, investors, financing bodies and NGOs. The workshops created a mutual understanding for the given conditions in all three countries and for the challenges of the individual stakeholders. Throughout the discussions, solutions for the identified barriers were developed and discussed and alternative options for the promotion of RES evaluated. The results were published in several project reports.
