In cooperation with the German solar association BSW, eclareon has researched and analysed the most economically viable business models for solar power projects in the emerging market of Argentina at the national level as well as in two provinces, San Luis and San Juan. The research covered both a qualitative description of the steps necessary to realize a solar power project as well as a modeling of the project financing under the given business models. Throughout this process, the Policy Department was responsible for the assessment of the legal and administrative process flows for the identified business model, as well as for the identification of existing barriers impeding the development of solar PV in Argentina including the respective provinces. Furthermore, eclareon contributed to formulate concrete recommendations for overcoming these barriers. The PV Framework Assessment project in Argentina has been financed by the German Federal Foreign Office.
