
PV LEGAL
The PV Legal Projects aimed to contribute to overcome on the one hand legal-administrative barriers during planning and installation processes (including grid connection) of photovoltaic (PV) systems. To this end, eclareon devised a completely new methodology to research, measure and assess the impact of administrative barriers based on the Standard Cost Model (SCM). The information, that was collected by 12 European PV association under the observation of eclareon was then included into the PV LEGAL database that provided detailed quantitative and qualitative information on the administrative processes and barriers to the development of PV projects. Moreover, eclareon developed the templates and the methodology to describe and further analyze such barriers in standardized European policy papers. These papers were communicated in national and regional events as well as in other meetings resulting in a reduction of more than 60 barriers only during the course of the project.
PV LEGAL was executed under the leadership of the German Solar Industry Association (BSW) and with support of 13 additional partners; eclareon being work package leader: www.pvlegal.eu
