Lilian Pungas works as consultant in the Policy Department of Eclareon. She is responsible for the research on climate change policies in Estonia as well as on the political and legal framework conditions in Estonia for promoting renewable energies in electricity, heating and transport sectors.
In addition to her mother tongue Estonian, Lilian Pungas speaks fluent German and English, and also has a strong basis in Spanish and Russian.
As part of the RES LEGAL Europe project, Lilian Pungas is responsible for the legal framework portfolio of Estonia. In the Renewables Networking Platform (RNP) project she conducts research about the Estonian electricity, heating and transport sector and analyses which barriers hinder the development of renewable energy in Estonia.
Prior to joining eclareon, Lilian Pungas gained practical experience in both, private and public, sector. She has worked in the Estonian Foreign Ministry, at the Institute of Economic Research in Tallinn, as well as in the German Parliament (Bundestag). As a project manager at netzwerk n she was responsible for several projects with different Eastern European universities. Most recently, she was selected as a Junior Research Fellow at the Institute of Political Ecology in Zagreb. Since March 2019 she is a PhD candidate at the Friedrich Schiller University in Jena. In her PhD project she will conduct research about the bio-economy sector in Estonia.
Lilian Pungas completed an international master's programme in European Studies at the European University Viadrina (major in Political Science) and spent additional study and research visits in Spain and Estonia. Before receiving her bachelor's degree in Cultural Studies, she graduated from a bilingual (Estonian-German) high school in Estonia.
