Toma Pavlov works as Consultant in the eclareon Policy Department. He is responsible for the research and analysis of energy policies, including questions regarding cost of capital, grid connection, grid operation and grid development in Bulgaria. Aside from his mother-tongue Bulgarian, Toma is fluent in English, has good working knowledge of Russian and conversational German.
In the framework of the AURES II project, Toma Pavlov is responsible for the Bulgarian portfolio. In the Renewables Networking Platform project, he researches and analyses the non-financial barriers to the deployment of RES.
Prior to his engagement with eclareon, Toma Pavlov worked at the Country Strategy, Results Management & EU Affairs unit at the European Bank for Reconstruction and Development (EBRD) in London.
Toma Pavlov holds a Bachelor of Arts degree in Political Science (New York University). He is currently completing a Master's degree in Public Policy (Hertie School of Governance) and is writing his thesis on Bulgaria’s energy transition and coal phase-out.
