New Study Assesses Progress on Renewable Energy Permitting Across Europe
eclareon is pleased to announce the publication of a new study evaluating progress in streamlining permit‑granting procedures for renewable energy projects across the EU. Commissioned by DG ENER, the study examines Member States’ implementation of Council Regulation (EU) 2022/2577, its prolongation (Council Regulation (EU) 2024/223), as well as the permitting provisions set out in the revised Renewable Energy Directive (RED). It further quantifies the impact of these measures on accelerating permitting processes across Europe.

Conducted in cooperation with Trinomics, the analysis reviews national administrative procedures in selected Member States and explores the use of key performance indicators (KPIs) to monitor progress in both permitting acceleration and renewable energy deployment. Drawing on an extensive assessment of existing and planned KPIs, combined with a literature review and stakeholder interviews, the study proposes a harmonised KPI framework to support consistent and transparent monitoring at national and EU level.
