RAA-PERMIT-BOOST – Boosting Renewable Energy Acceleration Implementation: Practical Support for the Designation and Operationalisation of Renewables Acceleration Areas under RED III
RAA-PERMIT-BOOST is an EU LIFE-funded project (LIFE-2025-CET-POLICY) implemented between 2026 and 2028 by a ten-partner European consortium. The project supports EU Member States in putting Renewables Acceleration Areas (RAAs) into practice under the revised Renewable Energy Directive (RED III, Article 15c). It equips public authorities and stakeholders with practical, reusable guidance and hands-on support to designate and operationalise RAAs and to speed up the permitting of renewable energy installations, while strengthening public acceptance and safeguarding biodiversity. The project follows a MAP, LEARN, APPLY and DISSEMINATE sequence across all 27 Member States, with the aim of achieving faster, more consistent, and fairer renewables deployment across the Union.
eclareon leads the project's analytical backbone. eclareon's responsibilities encompass the monitoring and evaluation of how RAAs and permitting are being implemented across the EU27, the development of a living repository of knowledge, and the preparation of 27 country fiches that map actors, zoning, and permitting processes and identify clean energy "pioneers" and "learners". This analytical work provides the evidence base that informs the project's in-depth case studies, its two Communities of Practice on RAA siting and designation and on implementation and permitting, and its suite of practical tools for public authorities.
The project delivers a comprehensive, data-driven evidence base on the implementation of RAAs and permitting across the Union, including the living repository, country fiches, 25 to 30 in-depth case studies, two enduring Communities of Practice, and practical instruments such as a Clerk's Manual for efficient permitting, a helpdesk and expert clinics, a self-assessment tool, and an NGO KPI toolkit. The work concludes with policy recommendations and two EU policy conferences. After the project, the Communities of Practice and key outputs migrate to a European Centre of Excellence so that they remain openly accessible and maintained.
